【Recap】CSPI Ratings was Invited to Speak at “CSCI 2026 Credit Services Annual Conference”

On April 9, 2026, CSPI Ratings was invited to attend an on-site event and give a speech at “CSCI 2026 (5th Annual) Credit Service Annual Conference", hosted by China Securities Credit Investment Co., Ltd. ("CSCI"). The Conference was held at the JW Marriott Hotel, Qianhai, Shenzhen, China, under the theme “Discuss the 15th Five-Year Plan · Plan for the Intelligence+”. It focused on key topics including the macroeconomic trend under the 15th Five-Year Plan, transformation of local government fiancning vehicles (LGFVs), upgrade of quasi financial institutions, AI applications, and credit risk management. 


This year’s conference gathered 400+ industry leaders, practitioners, and academic experts from sectors such as LGFVs, financing guarantee companies, leasing, factoring, and local financial holdings, as well as regulatory authorities and the academic community. Two sub-venues were set up - quasi-financial institutions and local platforms, where participants held in-depth discussions on the transformation and upgrading of quasi-financical institutions and LGFV entities under the 15th Five-Year Plan.

In his opening remarks, Mr. Jin Chen, President of CSCI, noted that as the blueprint of the 15th Five-Year Plan unfolds and the “Artificial Intelligence+” initiative accelerates, digitalization and intelligence have evolved from a trend into a mandatory requirement across industries. CSCI has long pursued technology-led development, aiming to be a long-term partner to institutional clients in credit services. At the local platform sub-venue, Dr. Larissa Wu, Head of Ratings at CSPI Ratings, delivered a keynote speech titled “A New Cross-Border Investment and Financing Ecosystem: Opportunities and Breakthroughs from Bilateral Openness of the Bond Market under the 15th Five-Year Plan”. Larissa emphasized that during the 15th Five-Year Plan period, the bond market’s bilateral opening will enter a new stage of “quality enhancement”. This will be reflected in a mutually reinforcing framework between Panda bonds and offshore bonds, and between Free Trade Zone bonds and Yulan bonds, while also supporting ongoing expansion of offshore dim sum bonds, ESG bonds, and convertible bonds. Under compliance guidance, the market can explore innovations such as digital bonds. These developments will provide diversified financing channels for local state-owned enterprises, enabling industrial transformation, and supporting overseas expansion strategies. By selecting bond types that match borrowers' needs, timing issuance effectively, combining currencies with FX hedging tools, and leveraging professional credit enhancement guarantee institutions, enterprises can optimize overall issuance costs and enhance financing efficiency.
