CSPI Ratings Assigns ‘BBB+’ Issuance Rating to Ningbo Fenghua Investment Group Co., Ltd.’s Senior Unsecured Offshore Bonds; Outlook Stable

    HONG KONG, 20 September 2024. CSPI Ratings has assigned the issuance credit rating of 'BBB+' to Ningbo Fenghua Investment Group Co., Ltd. (NFIG)’s issuance of RMB1 billion 3.3% senior unsecured bonds due 2027. We have equalised the bond issuance rating with NFIG’s global scale long-term issuer credit rating of ‘BBB+’. The bonds, which constitute direct and unconditional obligations of the issuer, are at all times ranked pari passu among themselves and at least pari passu with all other present and future unsecured obligations of the issuer. The outlook is stable.

    NFIG is a core development and construction entity in the Fenghua district, the company’s main business includes infrastructure construction, land development, and real estate sales. The company's operations also extend to leasing, trade, security, human resources services, and other related businesses. In August 2024, Ningbo Fenghua State-owned Administrative Center (NFSAC), the controlling shareholder of NFIG, transferred 90.1042% of the company's equity to Ningbo Xingfeng Investment Holding Group Co., LTD. (NXIH) without compensation. After the equity change, the shareholders of NFIG are NXIH and Zhejiang Financial Development Co., Ltd., holding 90.1042% and 9.8958% respectively. We believe that this change of controlling shareholder has led to a downward shift in the NFIG’s equity hierarchy, but the de facto leader (NFSAC) of the company has not changed. NFIG’s functional positioning and business scope have not changed significantly, and NFIG’s operating, financial and credit status have not been significantly adversely affected.
